If a founder ends up working in the U.S. on H-1B status, does FICA usually apply from day one?

I know the company will need immigration counsel separately, but on the tax side I am trying to understand the payroll basics before compensation starts. I have read that some categories of foreign professionals are subject to Social Security and Medicare tax from the first day of U.S. employment even if there may be treaty angles on income tax.

I want to confirm whether H-1B-type work should generally be approached that way on payroll so we do not mistakenly assume that being foreign keeps the founder outside FICA at the start.
