How does Mexican ISR apply to my U.S. LLC income under REFIPRES?

My Mexican tax advisor says my U.S. LLC falls under Mexico's REFIPRES regime because it pays zero tax in the U.S. He says I need to pay ISR on the LLC's income as if I received it directly, even though I leave most profits in the U.S. bank account. Is this correct? How do I calculate the REFIPRES threshold and what forms do I need to file with SAT?
