LLC sold, final returns filed — how do I actually close the EIN and stop the state filings?

The sale is done and I've filed (or scheduled) the final federal returns for my foreign-owned LLC. Now I want a clean break: no IRS account lingering, no surprise state franchise-tax bills two years from now. I registered the LLC in its home state and also as a foreign LLC in one other state. What exactly do I send the IRS to close the EIN, and what do the states need?
