The treaty position itself is not changing, which makes the paperwork feel repetitive. That is why I am tempted to treat Form 8233 like a status certificate that follows me between employers. But if the IRS instructions tie the form to the withholding agent rather than to me as an abstract taxpayer, I do not want to improvise and create bad withholding support for both employers.

What I need is the operational rule. If each employer needs its own form even when the treaty article is the same, I would rather accept the duplication than pretend the paperwork can be shared just because the legal theory stays constant.
