I understand federal payroll taxes (FICA, FUTA, income tax withholding) but I'm completely lost on state requirements. My foreign-owned LLC is registered in Wyoming but my employee works in California. Which state's rules apply? I've heard California has high payroll taxes and some kind of disability insurance. What state-level taxes do I need to deal with and how do I register?
