I'm a foreign seller and a friend mentioned that smaller home sales sometimes get a reduced FIRPTA rate, or no withholding at all, if the buyer is moving in. Is that real? What price thresholds matter, and what does the buyer have to do or promise to qualify? My buyer is an individual who says they'll live in the place.
