I'm a UK-incorporated Ltd company providing software licensing services to a U.S. tech firm. They're withholding 30% on my royalty payments unless I get my W-8BEN-E approved. I checked 14a 'resident of UK' and listed UK on the line, and then 15 with the article and rate. They keep sending it back saying line 14b is incomplete. What does 14b actually want, and is there a way to fix this?
