I am in Mexico and trying to clean up a penalty issue for my U.S. LLC. The IRS phone guidance was not very helpful and now I am deciding what to send in writing. Some people say Form 843 is the right form, but others say a signed letter with the facts can also work.

I do not want to send the wrong thing or leave out something that causes more delay. I want the clearest official path for a penalty abatement request.
