I mailed my ITIN package from overseas and the IRS still has not sent a notice. When does the delay become a real problem?

I understand that overseas ITIN applications can take longer than domestic ones, so I was patient at first. But now enough time has passed that I am no longer sure whether I am still in the normal processing window or whether I should treat the silence as a real follow-up issue. Since the package included identity documents and a tax return, the uncertainty is more stressful than it would be for a normal form.

I want to know how a careful filer should think about the notice timeline. If the IRS publishes a normal range for overseas or filing-season applications, I want to use that instead of guessing emotionally from how long it feels.
