Novo seems simple, but do I need a U.S. business address and ITIN-style owner details to make it work?

I am in Japan and testing Novo for a single-member Wyoming LLC. Their older guidance seems friendly to non-U.S. citizens, but newer application guidance also says the business address needs to be in the U.S. and that 25% owners may need SSN or ITIN-type information.

That sounds much more domestic than Mercury. I do not want to start an application if the product is really aimed at founders who already live in the U.S. Should I read Novo as a domestic-first option now?
