I kept looking for a separate ITIN workflow because it felt cleaner to get the number first and then worry about the return. But the IRS guidance now makes it sound like the Form W-7 and the 1040-NR are often meant to travel together. That changes how I think about the whole filing sequence.

Before I mail anything, I want to know whether serious filers actually treat the W-7 and the nonresident return as one combined package and what that means for document consistency. If the forms disagree even slightly, I assume the whole process slows down fast.
